យោងតាមការបង្ហោះផ្សាយរបស់សម្តេចធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៅថ្ងៃទី១៦ ខែមិថុនា ឆ្នាំ២០២៦ បានឱ្យដឹងថា កម្ពុជាទទួលបានកិត្តិយសធ្វើជាម្ចាស់ផ្ទះរៀបចំព្រឹត្តិការណ៍ មហាសន្និបាតកាយឫទ្ធិនារីពិភពលោក លើកទី៣៩ និង កិច្ចប្រជុំប្រចាំឆ្នាំលើកទី៤២ របស់សហគមន៍ The Olave Baden-Powell Society (OB-PS) ឆ្នាំ២០២៦ ដោយមានប្រតិភូ WAGGGS ចូលរួមពីតំណាងប្រទេសជាសមាជិកជាង ៨៥ ប្រទេស។
នេះជាការឆ្លុះបញ្ចាំងពីការជឿទុកចិត្ត ការទទួលស្គាល់ និងការគាំទ្រពីសហគមន៍អន្តរជាតិចំពោះព្រះរាជាណាចក្រកម្ពុជា។ ជាពិសេស ការជ្រើសរើសកម្ពុជាជាម្ចាស់ផ្ទះ បានបង្ហាញពីតួនាទីកាន់តែសកម្មរបស់កម្ពុជាលើឆាកអន្តរជាតិ ក្រោមបរិយាកាសសន្តិភាព ស្ថិរភាព សុវត្ថិភាព និងការអភិវឌ្ឍរីកចម្រើនលើគ្រប់វិស័យ។ ការរៀបចំព្រឹត្តិការណ៍នេះនៅកម្ពុជា មិនត្រឹមតែជាកិត្តិយសសម្រាប់សមាគមកាយឫទ្ធិនារីកម្ពុជាប៉ុណ្ណោះទេ ប៉ុន្តែគឺជាកិត្តិយសសម្រាប់ប្រជាជនកម្ពុជាទាំងមូល ដែលបានទទួលស្វាគមន៍ មិត្តភក្តិអន្តរជាតិ ក្រុមកាយឫទ្ធិនារី ថ្នាក់ដឹកនាំស្ត្រី យុវនារី អ្នកគាំទ្រ និងដៃគូអភិវឌ្ឍមកពីបណ្តាប្រទេសនៅជុំវិញពិភពលោក។
ប្រធានបទនៃសន្និសីទនេះ គឺ “We See, We Care, We Act” ដែលយើងអាចយល់ជាភាសាខ្មែរថា “យើងឃើញ, យើងយកចិត្តទុកដាក់, យើងរួមគ្នាធ្វើសកម្មភាព”។ ប្រធានបទនេះ ខ្លី ប៉ុន្តែមានអត្ថន័យដ៏ជ្រាលជ្រៅ! គឺ ដូចដែលមុននេះ លោកជំទាវបណ្ឌិត អគ្គស្នងការ សមាគមកាយឫទ្ធិនារីកម្ពុជា ក៏បានពន្យល់រួចហើយ “យើងឃើញ” មានន័យថា យើងមើលឃើញសក្តានុពល សុបិន ក្តីសង្ឃឹម និងសំឡេងរបស់ក្មេងស្រី និងយុវនារី។ យើងក៏មើលឃើញបញ្ហាប្រឈម និងឧបសគ្គដែលពួកគេជួបប្រទះ ក្នុងជីវិតប្រចាំថ្ងៃ ក្នុងការសិក្សា ក្នុងសង្គម និងក្នុងការសាងអនាគត។
“យើងយកចិត្តទុកដាក់” មានន័យថា ការមើលឃើញតែមួយមុខមិនគ្រប់គ្រាន់ទេ។ យើងត្រូវមានចិត្តមេត្តា ការយល់ចិត្ត និងការទទួលខុសត្រូវ ដើម្បីឱ្យក្មេងស្រី និងយុវនារីទទួលបានឱកាស សុវត្ថិភាព ទំនុកចិត្ត និងការគាំទ្រដែលពួកគេចាំបាច់ត្រូវការ។
“យើងរួមគ្នាធ្វើសកម្មភាព” មានន័យថា មេត្តា និងការយកចិត្តទុកដាក់ ត្រូវប្រែក្លាយទៅជាសកម្មភាពជាក់ស្តែង។ ហើយសកម្មភាពទាំងនោះ អាចរួមមាន៖ ជាការអប់រំ ការបណ្តុះបណ្តាល ការផ្តល់ឱកាស ការការពារ ការលើកទឹកចិត្ត ការស្ម័គ្រចិត្ត និងការបើកផ្លូវឱ្យក្មេងស្រី និងយុវនារីអាចឈានទៅមុខដោយភាពជឿជាក់។

Cambodia is honored to host the 39th WAGGGS World Conference and the 42nd OB-PS Annual Meeting 2026, welcoming WAGGGS delegates from over 85 member countries to this significant global gathering. This reflects the international community’s trust, recognition, and support for the Kingdom of Cambodia.
In particular, the selection of Cambodia as the host country underscores its increasingly active role on the international stage, amid an atmosphere of peace, stability, security, and continued progress across all sectors of development.
Hosting this event in Cambodia is an honor not only for the Girl Guides Association of Cambodia but also for the Cambodian people as a whole, who warmly welcome international friends, Girl Scouts, female leaders, young women, supporters, and development partners from around the world.
The conference is convened under the theme “We See, We Care, We Act.” Though simple in wording, the theme conveys a profound message! As Her Excellency Dr. PICH Chanmony HUNMANET, Chief Commissioner of the Girl Guides Association of Cambodia, previously explained:
“We See” means that we recognize the potential, dreams, aspirations, and voices of girls and young women. It also reflects our awareness of the challenges and obstacles they face in their daily lives, studies, society, and in building their futures.
“We Care” means that seeing alone is not enough. We must be compassionate, understanding, and responsible, ensuring that girls and young women have the opportunities, safety, confidence, and support they need.
“We Act” means that compassion and care must be transformed into concrete actions. These actions include providing education, training, opportunities, and protection, as well as offering encouragement, voluntary support, and paving the way for girls and young women to move forward with confidence.
